LoadGen Appliance

Fixed a regression on freshly built appliances where /swagger, /v1/, /health, /license, /hubs, /sessionsight/ and /insight/* returned 404 from nginx until the appliance was manually rebooted. The startup migration that maintains the nginx routing config no longer triggers spuriously on fresh images, so the API and Swagger are reachable on first boot with no operator intervention required.
