Fixed Web and Core load profiles failing to start with "Total users in config: 0. Technology: Web." on appliances migrated from a Director configuration where the Web profile referenced classic users. The runtime user pool is now hydrated directly from the load-profile bundle's user assignments, with a fallback to the classic users catalog so already-migrated appliances start running tests again without needing to re-run migration.
Improved the "no users found" error so its diagnostic hints describe the post-migration JSON layout instead of pointing at the legacy Director XML.

[#8485] Fixed the appliance login-banner URL line showing the wrong subdomain (for example a Grafana host) on multi-domain appliances. The banner now derives the URL from the frontend's configured virtual host first, then from the active certificate set, so the URL operators see in the console always points at the management UI rather than at the most recently rotated certificate.
